Because someone showed off their new wheels: A Few questions on opinions.
Namely, what would look best on my car?
I think these are too red, but at 16 lbs...
They are also a little pricey.
I really like these Enkei, but they are heavy: 22.8 lbs
These seem good all around, a little heavier but not bad, a little pricy but not horrid...
... Sigh, not that wheels are a priority. I just am not crazy about what is on there now.

Yep, but are they light enough. I really want something 18" (Current size) and 16-18 lbs and decent looking with red accents / highlights some where (Subtle red).

OEM sizes were 17 and 18". Previous owner slightly lowered (Not sure how much) so I don't think I could safely go more than 18" without redoing the suspension.

Agreed, but if you do it well enough and make it look good it doesn't really matter if its a little ricey. The hard part is making it look good! Especially on a "ricers" car. More than anything else, no short cuts. You might be able to pull of the spoiler but it better be painted, and done exactly right or it would look 1000 times worse than doing a temp primered spoiler on a Mustang.

Painted or not, a spoiler on a fwd car is silly. You don't need down force on that thing, the drag will only slow you down and make your fuel economy worse. A Mustang can look like crap but still need help putting down power (although very few need them).

A quick search yields that about 8.5 to 9 inches are about as wide as you can go. If I were you, I would look into 17s for two reasons. 1) they are cheaper, rims and tires are both cheaper in 17s. MPSS are 800 dollars in 17s but 1200 in 18s!! 2) They are better performing as well. Not only are they lighter, but they make turn in better, gas mileage better, even acceleration and braking!!! Just something to consider!
Anyway, on to da rims! Assuming you want rims for around the 1k mark. The following are good choices in 17s and 18s!
Rotas, ALL OF THEM! They are all cheap, and fairly reliable(do a bit of research before deciding for yourself!) Plus they look really nice.
Enkei, RPF1s. They are light and strong, but not very pretty. You can get 17s for around 1k
Those are my few recommendations. If you want more I can lay it on you!

On the street, your damn right!
But if tracking is really the purpose there is a physics reason for a spoiler on a FWD car. Cornering and braking, acceleration is worse off with a real spoiler though (Not just a park bench thing that looks like a spoiler but has no down force).

Out of those 3, the last one for sure. The first one is something I'd expect to see on some gutted POS EG hatch, the second one just looks awful, the third one would work well on a more modern car.

If it is a 17x8 wheel, then a 225/45 or 235/40 would be perfect. It would be a bit thicker than the standard 215/40 on right now, but that means more grip and also better ride!
Gram Lights 57DR around 1300 for 17x9, only come in 17x9!! 18s are a different story though
A lot of Enkei's racing wheels come in the perfect size for your car. Plus they are very light. Click on the one you want and see if they have them in the right color/size

XXR 527. . . kind of.
These are very cheap, 400 to 500 dollars. They are cheaper than Rotas. The problem is, they aren't exactly proven. Quality is meh, and I don't know how strong they are. However, good value if you are on a tight budget and they look nice.

no I don't think any of them are that light, maybe the Mugen Si ones, but those are probably pricey. I know there's a bunch of OEM wheel threads on 8thcivic , the coolest ones I remember were Acura RDX 18's that actually looked awesome. Of course, there are the RSX Type S wheels too, and of course, my favorite, the TL Type S wheels too!

Enkei and XXR make a lot of tasteful wheels that aren't too expensive.
Try to stay with a neutral colour on wheels. Red accents in my opinion clutter it.

Eneki, BBS and OZ have all made wheels for major auto manufacturers, so those are always safe bets.

The red wheels in the other colors would look better on your car. When it comes to wheels, Less is usually more. Gold, Grey, Black, Brushed or Polished wheels would look good on your car and colour.
Also anything 20lbs or less is pretty light already.

In the end you'll get what you like. But painted accents are kinda dated. In my opinion it "cheapens" the look of a wheel.

Theres an old saying, you get what you pay for.
You dont want something that is going to bend/crack/split when you hit a pot hole. It will happen with weak wheels trust me, I've already bent 2 on my BMW and they are OEM BBS wheels!

Agreed, at least hopefully not on the streets. I believe spoilers on average start producing some downforce around 80mph, but mostly negligible until over 100 somewhere. Not really sure where the numbers came from though. I'd interested for facts/ studies but too lazy now.

To be clear, I don't think a Civic in anything close to stock condition will ever be able to benefit from additional downforce. They tend to understeer around corners, not oversteer, and they don't go fast enough for lift to become a problem. They won't become unstable at speeds they can achieve. If you want to go faster in a Civic, invest in tires, brakes and suspension upgrades, not wings and spoilers unless you like the look.

If the photo is of a late-model Si, it's electronically speed-limited to 136 mph. With no restriction and light mods it is indeed capable of 150+. Try not to think so much in terms of "downforce" and more in terms of lessening rear aerodynamic lift which most street cars have.

Even with the limiter removed, how many places can it got to 150? How many race tracks have a straight that long, considering most supercars don't go that fast on most tracks? I stand by what I said, if you want more speed look elsewhere. I know lessening lift is a good thing, but it's not a important problem on the Civic.
